eir business talent are currently seeking applicants for a Programme Manager. This is a day rate contract position located with our client in Dublin/Cork. This is a hybrid role (2 days onsite per week), with some occasional travel required to either the client’s Dublin or Cork office (depending on the successful candidate’s location).
Our client is seeking an experienced Programme Manager to lead the delivery of a high-profile regulatory programme during a critical period of execution. This role will provide leadership across a complex, business-wide transformation initiative with significant regulatory oversight, multiple executive stakeholders, and challenging delivery milestones.
The successful candidate will step into an established programme environment and assume responsibility for driving delivery, maintaining governance, managing regulatory engagement, and leading a large cross-functional team. Given the strategic importance of the programme, the appointed Programme Manager must be capable of operating independently, influencing senior stakeholders, and ensuring continued delivery against key regulatory commitments with minimal oversight.
The ideal candidate will bring experience working within a regulated utility, infrastructure, energy, transport, or public sector environment and will have direct exposure to engagement with regulators and external assurance bodies.
Key Responsibilities
Programme Leadership & Delivery
- Lead the end-to-end delivery of a large-scale regulatory programme with multiple workstreams and business dependencies.
- Drive programme execution against agreed milestones, deliverables, budgets, risks, and benefits.
- Ensure effective coordination and alignment across multiple business functions.
- Provide delivery leadership to a diverse, cross-functional programme team.
- Maintain programme momentum during a critical regulatory submission and approval period.
Stakeholder Management
- Build and maintain strong relationships with executive stakeholders, senior leadership teams, programme sponsors, and business owners.
- Act as the primary programme escalation and coordination point across the organisation.
- Facilitate programme steering committees, executive governance forums, and decision-making processes.
- Provide clear, concise and evidence-based reporting to senior leadership.
Regulatory & External Engagement
- Lead engagement with regulatory bodies, external consultants, and assurance partners.
- Coordinate responses to regulatory requests, submissions, reviews, and consultation activities.
- Ensure programme outputs align with regulatory expectations, obligations, and timelines.
- Manage relationships with third-party suppliers and delivery partners.
Governance & Risk Management
- Own programme governance structures, reporting frameworks, and delivery controls.
- Ensure robust planning, dependency management, change control, and issue resolution.
- Maintain programme RAID logs and oversee mitigation plans for strategic risks.
- Drive effective programme assurance and quality management processes.
Team Leadership
- Lead a multidisciplinary delivery team comprising representatives from multiple business units.
- Foster collaboration across operational, technical, commercial, regulatory, and corporate functions.
- Provide leadership, coaching, and direction to project managers, workstream leads, and subject matter experts.
Required Experience
- 10+ years’ experience delivering large-scale programmes or portfolios.
- Proven track record leading complex, business-critical programmes within a regulated environment.
- Strong experience engaging with regulators, government bodies, or external assurance organisations.
- Experience leading large cross-functional delivery teams across multiple business functions.
- Demonstrated success managing programme governance, planning, reporting, risk management, and executive communications.
- Experience operating in environments with significant stakeholder complexity and competing priorities.
- Strong understanding of programme delivery methodologies including Waterfall, Agile, or hybrid models.

Qualifications
- Degree in Business, Engineering, IT, Finance, or a related discipline.
- MSP, PMP, PRINCE2 Practitioner, or equivalent programme management qualification.
- Additional governance, risk, or change management certifications are beneficial.
