Bid Manager / Writer

eir buiness talent are partnering with an engineering and infrastructure services provider, is seeking a highly skilled Bid Manager / Bid Writer with deep expertise in public sector tendering and eTenders. This role is central to securing strategic contracts across Ireland’s utilities and infrastructure markets.
You will manage and produce compliant, compelling, and high‑impact submissions for public procurement competitions, national frameworks, and large‑scale infrastructure projects. You will work cross‑functionally with technical, commercial, operational, and leadership teams to craft winning proposals that clearly communicate capability, compliance, and value.

Key Responsibilities

  • Lead the full lifecycle of public sector tenders, including tender review, bid/no‑bid decisions, compliance requirements, clarifications, and structured submission planning.
  • Manage all activities on eTenders, including opportunity scanning, document downloading, Q&A management, addenda tracking, and submission uploads.
  • Maintain full compliance with Irish public procurement rules, ensuring all responses meet mandatory criteria, formatting rules, and deadlines.
  • Ensure tenders reflect best practice in governance, risk mitigation, and technical compliance.

Requirements

  • 5–10 years’ experience in bid management, bid writing, tender coordination or proposal development in engineering, utilities, telecoms, civils, power or infrastructure.
  • Strong competency working with public procurement
  • A proven track record of producing winning tender submissions for medium‑to‑large engineering or utility projects.
  • Ability to interpret technical documents and collaborate with engineers, planners, PMs and commercial teams.
  • Excellent written communication skills with the ability to simplify complex technical information.
  • Highly organised, deadline‑driven approach with the ability to manage multiple parallel bids.
